RULES OF PROCEDURE
(Adopted March 19, 2003)
CHAPTER I
Dues and Contributions
Section 1. The dues of Members shall be as currently established by majority vote of the membership. Full dues shall be payable on March 31 of each year.
Section 2. The initial dues for new Members enrolling between September 1 and December 31 shall be half the currently established rate.
Section 3. Any Member three months in arrears of dues may be dropped from membership.
Section 4. Any person who contributes the sum of $250.00 to the Society in one payment shall be eligible as a Donor of the Society. A Donor shall receive, free of charge, a T-shirt, a car decal, and a Society pin.
Section 5. Any person who contributes the sum of $500.00 in one payment shall be eligible as a Patron of the Society. A Patron shall be listed in the Society newsletter and shall receive the same free items given to Donors.
Section 6. The disposition of any substantial contribution to the Society shall be determined by the Board of Trustees.
Section 7. Any person shall be eligible as a Donor or Patron who shall have given the Society books or objects for its collections or other property which shall have been accepted by the Board of Trustees and valued by the Board at twice the amount in money requisite to eligibility to the same degree of membership.
CHAPTER II
Meetings
Section 1. The regular program meetings of the Society shall be held on the third Wednesday of each month.
CHAPTER III
Duties of Officers
Section 1. The President shall exercise general supervision of the affairs of the Society and shall preside at its meetings. S/he shall chair the Executive Committee.
Section 2. The Vice-President shall act for the President in her/his absence, and shall chair the program committee.
Section 3. The Secretary shall have charge of official records of the Society except those specifically placed under the control of another officer and shall keep a record of the membership of the Society. S/he shall issue notices and keep minutes of all meetings of the Society, of the Board of Trustees, of the Executive Committee, which shall be kept in books belonging to the Society and shall be open to inspection of the Trustees and shall be subject to call by the Society.
Section 4. The Treasurer shall have custody of all funds and securities of the Society, and shall receive and disburse moneys under the direction of the Board of Trustees. S/he shall keep records of the financial conditions of the Society and of the financial relations of Members to the Society, and shall make a full report at the annual meeting of the financial conditions of the Society and of receipts and disbursements of the preceding year. The accounts of the Treasurer shall be kept in books belonging to the Society which shall be open to inspection of the Trustees and shall be subject to call by the Society.
CHAPTER IV
Financial Methods
Section 1. No pecuniary obligation shall be contracts without sanction of the Board of Trustees or by adoption of a budget.
Section 2. No bills shall be paid unless approved by the Executive Committee.
Section 3. The Treasurer shall no deposit funds of the Society in any name except that of the Society and s/he shall not invest funds of the Society without authority of the Board of Trustees or the Executive Committee. Her/his accounts shall be balanced as of December 31 of each year and audited by a Certified Public Accountant or an Auditing Committee of the Board of Trustees.
CHAPTER V
Amendments
Section 1. These Rules of Procedure may be amended at any stated meeting of the Board of Trustees by a majority vote of the Trustees present provided that notice shall have been given at the previous stated meeting of the Board.
